South Oxfordshire District Council formally adopted its revised Developer Contributions Supplementary Planning Document (SPD) on 10 November 2022. The SPD came into effect on 3 January 2023, and replaces the Developer Contributions (Delivering Infrastructure to Support Development) SPD, April 2016.
We have prepared an Adoption Statement in accordance with the Local Plan Regulations.
Background to the 2021/22 Review
The council can require developers (under what are called ‘Section 106 Agreements’) to contribute towards the infrastructure needed to mitigate the direct impact of their development and to meet planning policy requirements. This can be in the form of: financial contributions; the provision of affordable housing; the provision of land; the direct delivery of facilities; or a restriction in the use of land.
In 2021/22, we undertook a review of our adopted Developer Contributions Supplementary Planning Document (April 2016), a document that sets out how the council will ensure new development contributes to the provision of infrastructure such as roads, schools, community facilities, leisure facilities and open space.
Between 15 February and 22 March 2022, we carried out public consultation on our revised Draft Developer Contributions SPD (February 2022).
The draft SPD did not require independent examination. However, in line with the 2012 Regulations [1], the council considered all the representations received during the consultation period and produced a Consultation Statement, which provides a summary of who was consulted during the document’s preparation, the main issues raised by respondents and how those issues have been addressed.
Adoption of our Developer Contributions SPD

Copies of the SPD and Adoption Statement have been placed at the District Council offices, Abbey House, Abbey Close, Abingdon, OX14 3JE.
