Clifton Hampden Neighbourhood Development Order

Clifton Hampden Parish Council is working on a neighbourhood development order to grant planning permission for a new GP surgery, 17 new houses (including four for affordable housing), an extension to the village hall, additional parking and a new burial ground, located on two sites near the centre of the village of Clifton Hampden.

What’s happening now?

Clifton Hampden Parish Council issued an update on 26 September 2024. The parish council’s update highlighted the uncertainty which currently exists about its views on the proposed Neighbourhood Development Order (NDO), and the way in which it is working with the other relevant parties. In all the circumstances, the Examiner concluded there wasn’t sufficient clarity to allow a meaningful debate on the NDO to take place. On this basis, the Examiner issued a note suspending the independent examination. 

The examiner has since received submissions from both the Parish Council and the NDO Steering Group. Having carefully considered these representations, The examiner finds there remains insufficient clarity for him to proceed meaningfully with his examination of the NDO against the basic conditions, which is detailed in his second note.

The next steps

The examiner invited the Parish Council to consider withdrawing the Order. On 13 December, the Parish Council responded, stating that they had been unable to hold a meaningful discussion regarding the invitation to withdraw and requested the examiner to proceed with the examination. As outlined in the examiner’s second note, the examiner will prepare a report on the NDO without a hearing. The Examiner’s report is expected to be issued in late January 2025.
