Statement of Accounts, Audit of Accounts and Annual Governance Statement

Statement of Accounts

After the end of each financial year (31 March) we publish a formal statement of accounts. These are compiled in accordance with International Financial Reporting Standards (IFRS) and the Local Authority Accounting Code of Practice. The statement includes:

• an explanatory foreword
• a statement of our income and expenditure for the year
• a statement showing the value of our assets at the end of the year
• a statement showing the movement in our cash balances

Unaudited Draft Statement of Account 2023/24 – Delay in Publication

The Accounts and Audit (England) Regulations 2015

We hereby give notice that the South Oxfordshire District Council’s draft Statement of Accounts for year ended 31^st March 2024 have not yet been completed. The anticipated date of publication is 3 July 2024 when the inspection period will start. The delay is due to a detailed check and review of the results prior to publication.

The Statement of Accounts, which will be unaudited and that as published may be subject to change, will be published on 3 July. Therefore, this notice of delayed audit is being published in accordance with Regulation 15 (1A) of the Accounts and Audit Regulation 2015, as amended.

The audit is being carried out by Alex Whiting, Public Sector Audit Director, Bishop Fleming LLP, 10 Temple Back, Redcliffe, Bristol BS1 6FL and will be conducted under the provisions of the Local Audit and Accountability Act 2014 and the Accounts and Audit Regulations 2015.

Local government electors and their representatives have the opportunity to question the auditor about the accounts who should be contacted at the above address. They also have the right to make objections to the accounts, or any items in them. Written notice of a proposed objection, stating the grounds, the facts relied on and particulars of the action it is proposed the auditor should take must first be given to the auditor and a copy sent to the Council. The period for making such objections is from Wednesday 3 July 2024 and ending Tuesday 13 August 2024 inclusive.

Audit of accounts 2022/23

The audit is being carried out by Maria Grindley, Executive Director, Ernst & Young LLP, Apex Plaza, Forbury Road, Reading, RG1 1YE and will be conducted under the provisions of the Local Audit and Accountability Act 2014 and the Accounts and Audit Regulations 2015.

Annual Governance Statement

The annual governance statement forms part of the annual statement of accounts and reports on the extent of the council’s compliance with its principles and practices of good governance, including how we have monitored the effectiveness of the governance arrangements and sets out action for planned changes in the coming year.  This statement provides an assurance to the council and its stakeholders that good governance arrangements are in place.

The council is responsible for ensuring that its business is conducted in accordance with the law and proper standards, and that public money is safeguarded and properly accounted for, and used economically, efficiently and effectively.
