The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 5001158-RDG-XX-ST-PL-A-0004, 5001158-RDG-XX-ST-PL-A-0005 Rev D, 5001158-RDG-XX-ST-PL-A-0012 Rev B, 0010A, 0011A, 0003A, 0009, 8160366 6102, 0005, 0158A, 0101A, 0111A, 0100A, 0110A, 0001A, 0102A, 0112A, 0020A, 0021A, 0002A, 0130A, 0131A, 0501, 0120A, 0121A, 0122A, 3701, 0156A and 0157A, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
That a scheme for the landscaping of the site, including the planting of live trees and shrubs, shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented prior to the first occupation or use of the development hereby approved and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings in accordance with Policies CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2, C9 and D1 of the South Oxfordshire Local Plan 2011.

Reason: In the interests of highway safety and to ensure that acceptable levels of parking are provided for in accordance with Policy T2 of the South Oxfordshire Local Plan 2011.
Prior to occupation of the development hereby approved, a minimum of 5 bird boxes shall be provided in suitable positions on site, aided by a suitably qualified ecologist, and evidence of installation submitted to and approved in writing by the local planning authority. Thereafter, the bird boxes shall be retained on site.
Reason: To compensate for the loss of bird nesting habitat, in accordance with Policy CSB1 of the SOCS, Policy C6 of the SOLP and paragraph 170 of the NPPF.
Following the approval of the Written Scheme of Investigation referred to in condition 4, and prior to any demolition on the site and the commencement of the development (other than in accordance with the agreed Written Scheme of Investigation), a staged programme of archaeological evaluation and mitigation shall be carried out by the commissioned archaeological organisation in accordance with the approved Written Scheme of Investigation. Reason: To safeguard the identification, recording, analysis and archiving of heritage assets before they are lost and to advance understanding of the heritage assets in their wider context through publication and dissemination of the evidencein accordance with Policy CSEN3 of the South Oxfordshire Core Strategy 2027 and Policies CON11 and CON13 of the South Oxfordshire Local Plan 2011.
Prior to the first use of the development hereby permitted an updated Travel Plan shall be drawn up and submitted to and approved in writing by the Local Planning Authority; such plans to include proposals for all travel by modes other than the private car for journeys to and from site.
Reason: To promote the use of non-car modes of transport in accordance with Policy CSM2 of the South Oxfordshire Core Strategy 2027.
The exterior of the development hereby permitted shall only be constructed in the materials specified in the Design and Access Statement dated January 2019 or in materials which shall previously have been approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policy CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies G2 and D1 of the South Oxfordshire Local Plan 2011.
That all gas fired boilers shall meet a minimum standard of <40 mgNOx/kWh
Reason: To ensure satisfactory standards of air quality for the residents of the flats and surrounding residential properties in accordance with policies G2 and EP1 of the South Oxfordshire Local Plan 2011 and paras 8, 108, 110, 111, 150, 170, 180 and 181 of the NPPF.
The development hereby approved shall be designed and constructed to meet Secure by Design Part 2 Standards for physical security.
Reason: To reduce the opportunity for crime in accordance with Policy D6 of the South Oxfordshire Local Plan 2011.
That, unless otherwise agreed in writing by the local planning authority 10% of the parking spaces approved under Oxfordshire County Council planning application R3.0143/18 shall be provided with an EV charging point as per details which shall be submitted to and approved in writing by the local planning authority prior to the occupation of the properties herby approved.
Reason: To ensure satisfactory standards of air quality for the residents of the flats and surrounding residential properties in accordance with policies G2 and EP1 of the South Oxfordshire Local Plan 2011 and paras 8, 108, 110, 111, 150, 170, 180 and 181 of the NPPF.
Upon the completion of the new car park (planning permission R3.0143/18) the temporary school car park is to cease use and return to its former use as tennis courts in a safe and usable condition.
