Part retrospective application for planning permission for the retention of gates and lime rendered wall and 2m high piers at north east corner of the site. Closing off of existing access along B471 and retention of 1.8m high boundary fence to be screened by proposed landscaping along Whitchurch Hill and one meter high fence along Orchard Coombe. (As per amended plans received 28 March 2019)
Conditions / Refusal Reasons
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 1142 P01 B and 1142 P10 C, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The existing fencing along the shared boundary with the highway to the north (Orchard Coombe) shall be amended in accordance with the approved plans of this permission not later than three months from the date of this permission.

Prior to first occupation of the development permitted by planning permission P18/S4263/HH the existing access onto the B471, Whitchurch Hill shall be permanently stopped up by the means of reinstatement of the highway verge and the implementation of a planting scheme which has been first submitted to and approved in writing by the Local Planning Authority. Thereafter the closed access shall not be used by any vehicular traffic whatsoever and the landscaping maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority.
Reason: In the interest of the visual appearance of the development and highway safety in accordance with policies CS1, CSEN1 and CSQ3 of the South Oxfordshire Core Strategy 2027 and policies C4, D1, G2 and T1 of the South Oxfordshire Local Plan 2011.
