Demolition of detached single garage, erection of detached 3 bedroom dwelling with integral garage. Division of the existing garden to form a private garden area for the new property. Creation of vehicular access in existing brick & flint wall with electric gates with waiting space (as amended by plans received 16 February 2018 and additional information received 06 March 2018).
Conditions / Refusal Reasons
That the scale, layout and design of the proposed dwelling represents an over-development of the application site, which would fail to preserve or enhance the historic character and appearance of the application site and the Whitchurch-on-Thames Conservation Area, and which would have an adverse impact on the setting of the nearby grade II listed buildings. The proposal is contrary to Policies CSQ3, CSEN3 and CSR1 of the South Oxfordshire Core Strategy, Policies CON5, CON7, D1, D3, G2 and H4 of the South Oxfordshire Local Plan, Paragraphs 128, 131, 132 and 134 of the National Planning Policy Framework, and Sections 66 and 72 of the Planning (Listed Buildings and Conservation Areas) Act 1990.
That the proposed vehicular access and parking arrangement for the proposed dwelling, and the amended vehicular access and parking arrangement for Ash Court, would be impractical, unsafe and likely to result in obstructive parking on the adjacent highway. The proposal is contrary to Policies T1 and T2 of the South Oxfordshire Local Plan and Paragraph 32 of the National Planning Policy Framework.
That the close proximity of the proposed dwelling and location of windows, relative to Ash Court, would leave both the inhabitants of the proposed dwelling and Ash Court with unacceptable levels of privacy. The proposal is judged to be contrary to Policies H4 and D4 of the South Oxfordshire Local Plan.
