Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, PL-0, PL-01A, PL-02, 03A, 04A, PL-04, CMP-001 and 6777 01B, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The development hereby permitted shall not be commenced until surface water drainage works have been carried out in accordance with details that have been first submitted to and approved in writing by the Local Planning Authority. Thereafter, the development shall proceed in accordance with the approved details. Reason: To prevent an increased risk of flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not be commenced until flood resilient construction methods have been carried out in accordance with details that have been first submitted to and approved in writing by the Local Planning Authority. Thereafter, the development shall proceed in accordance with the approved details. Reason: To prevent an increased risk of flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011. Related application(s): P18/S0654/DIS

Prior to Occupation of the development hereby approved, the existing means of vehicular access onto up to the proposed outbuilding from the formal drive at the front (north) of the residential curtilage shall be improved and laid out and constructed of permeable or porous material (e.g. gravelled surface); strictly in accordance with sustainable urban drainage principles and must not include the raising of adjacent land within the floodplain. Reason: To prevent an increased risk of flooding in accordance with Policies EP1, EP4 and EP6 of the South Oxfordshire Local Plan 2011.

The garage with ancillary accommodation above hereby permitted shall not include the addition of any kitchen and or bathrooms requiring plumbing for discharge into the foul drainage system without planning permission from the local authority. Reason: To prevent pollution and any increased risk of flooding in accordance with Policy EP1, EP4 and EP of the South Oxfordshire Local Plan 2011.

The development hereby permitted shall not be occupied at any time other than for purposes ancillary to the residential use of the dwelling known as The Homestead. Reason: As the outbuilding is located in Flood Zone 3a 'functional flood plain' and is deemed an inappropriate location for habitable living accommodation and the separate occupation of the accommodation would represent an undesirable sub-division of the property and result in inadequate standards of amenity and privacy in accordance with Policies EP1, EP4, EP6, G2 and H13 of the South Oxfordshire Local Plan 2011.

The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies CS1, CSEN3 and CSQ3 of the South Oxfordshire Core Strategy 2027 and Policies CON7, D1, G2, G4 and H13 a of the South Oxfordshire Local Plan 2011.
