That, having regard to the current internal appearance of the building, to replace the existing lath and plaster ceiling with plasterboard, an inappropriate modern material, would give the ceiling an uncharacteristically flat appearance that would result in the removal of historic fabric and harm the established character and special architectural qualities of the listed building contrary to Policy CON3 of the adopted South Oxfordshire Local Plan 2011 and advice contained in PPG15.
